public statements from Islamofascist states need to be seen as forms of propaganda.
We'll see Iranian hardline/softline press releases for a good while.
Does Iran's government employ a think tank to utilize the Left leaning tendencies of the Western media?
Iran would like to follow Saddam's footsteps, and employ the Western media to smooth its path to nuclear power status.
It's about playing with America in the full knowledge of our stance on the spread of nuclear technology.
It's probably aimed toward playing Europe against America.

I think you are quite correct, John, in that there is a definite element of gamesmanship in making statements like this. Iran may hope to cow the Western nations in to giving concessions.
However, consider what kind of nation would even make this kind of threat.
I worry that it is just the kind of nation that would do such a thing.

the various factions of the iranian govt are extremely sophisticated in the games of brinkmanship. the term byzantine comes to mind. games of court intrigue and power politics. like the brits or chinese, an ancient culture such as that is not comparable to say, an average us senator who may or may not have a diverse classical liberal(the old kind) education. folk in those others parts of the world have thousands upon thousands of years of their own history to delve into and retrieve lots of arcane minutia and lessons to be learned ala shakespeare, confuscious or some persian poet. i suppose the west has machiavelli.(plug for classiscists and history majors)
